Transit Center Manager (National Officer)

About the role

The International Organization for Migration (IOM) is seeking a National Officer to serve as Transit Center Manager for its Yaoundé Transit Center, supporting the United States Refugee Admissions Program (USRAP). Reporting to the Chief of Mission in Cameroon and the Protection Officer, the incumbent will ensure smooth daily operations for a facility that can host up to 500 individuals.

Key responsibilities

• Oversee all administrative, finance, procurement and human‑resource functions, including development of Terms of Reference, staff performance monitoring, timesheet and financial report submission, and vendor management.
• Coordinate refugee resettlement processes such as selection missions, medical processing, departures, signing of promissory notes and transport logistics to Ethiopia and other locations.
• Liaise with UNHCR, CWS/RSC Africa, USCIS and the Administration for Refugee/Returnee Affairs to ensure compliant USRAP processing.
• Maintain accurate database tracking of refugee movements, produce departure and arrival reports, and brief senior officers as required.
• Monitor security protocols in collaboration with IOM security focal points, ensuring compliance with UNDSS and IOM guidelines.
• Update and maintain Standard Operating Procedures for the transit center and provide briefings to visiting donor missions.
• Supervise a team of staff, schedule work shifts, and control access to guarantee safety and security of refugees and employees.

Required profile

• Proven experience managing large‑scale transit or reception facilities, preferably in a humanitarian context.
• Familiarity with refugee resettlement procedures and coordination with UN agencies and U.S. immigration authorities.
• Strong understanding of administrative, financial, procurement and HR processes.
• Ability to work under the supervision of senior mission staff and coordinate closely with national operations officers.
• Knowledge of security standards and ability to enforce access controls.
