Senior Performance-Based Maintenance Expert

About the role

NTU International is seeking a Senior Performance-Based Maintenance Expert to lead the design and implementation of performance‑based road maintenance systems across the ECOWAS region. The role supports EU‑funded technical assistance aimed at improving transport governance, climate resilience, and sustainable mobility.

Key responsibilities

• Design and implement performance‑based road maintenance systems and contracting approaches.
• Provide technical assistance on maintenance procurement, contract management, and contractor performance monitoring.
• Develop performance indicators, service levels, and monitoring frameworks for road maintenance.
• Prepare bidding documents, technical specifications, and contract documentation for maintenance contracts.
• Advise on maintenance planning, budgeting, and performance monitoring systems.
• Support transparent and efficient maintenance procurement procedures.
• Integrate climate‑resilient and sustainable maintenance approaches.
• Coordinate with ECOWAS institutions, national road agencies, contractors, and development partners.
• Deliver workshops, training sessions, and capacity‑building activities.
• Contribute to monitoring, reporting, and evaluation of maintenance performance.

Required profile

• Master’s degree in civil engineering, transport infrastructure, construction management, procurement or a related field.
• Minimum 10 years of professional experience in road maintenance, transport infrastructure management or maintenance contract implementation.
• At least 7 years of experience with performance‑based road maintenance systems or contracts.
• Proven experience in developing countries, preferably Sub‑Saharan Africa, and in donor‑funded programmes.
