Construction Specialist (P-3) – Education Programme

About the role

The Construction Specialist will lead UNICEF Cameroon’s construction activities within the Education Programme. Reporting to the Chief of Section, the incumbent will ensure that school infrastructure projects are planned, procured, and executed to improve access to quality, inclusive education for vulnerable children.

Key responsibilities

• Develop and implement the annual work plan for construction activities.
• Coordinate human and financial resources of the Construction Unit, supervise staff and conduct regular unit meetings.
• Provide technical leadership for eco‑friendly, energy‑efficient school buildings, teachers’ housing, water points and sanitation systems.
• Collaborate with UNICEF Programme teams, Government counterparts and partners to define construction interventions that meet programmatic needs.
• Support procurement processes, prepare terms of reference and advise on appropriate implementation modalities.
• Monitor construction works on site, ensure compliance with quality, safety and environmental standards.
• Analyse project contexts and propose cost‑effective, innovative solutions.

Required profile

• Relevant university degree in civil engineering, construction management or a related field.
• Proven experience in managing construction projects, preferably in the education sector.
• Strong knowledge of eco‑friendly building design and sustainable construction practices.
• Ability to work closely with government agencies, NGOs and internal programme teams.
• Excellent supervisory and coordination skills.
