Education Programme Development Manager – Cameroon

About the role

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient professional to lead the design, development and implementation of education programmes in Cameroon’s Northwest, Southwest and Far North regions. As the Education Programme Development Manager, you will shape the technical and strategic direction of NRC’s Education Core Competency, ensuring quality and impact across all interventions.

Key responsibilities

• Develop and align the national education strategy, SOPs, guidelines and macro‑log‑frames with regional and global priorities.
• Lead the creation, rollout and continuous improvement of tools, handbooks and procedures for education programming.
• Define, develop and expand NRC Cameroon’s education portfolio to remain needs‑based, data‑driven and relevant.
• Conduct education needs assessments, response analyses and coordinate multi‑sectoral actions with other Core Competencies.
• Represent NRC in external coordination mechanisms, clusters and humanitarian forums.
• Manage funding proposals, project budgets and donor reporting for the education portfolio.

Required profile

• Degree in International Relations, Social Sciences or related field (Master’s advantageous).
• Minimum 3 years of senior‑level project implementation experience in humanitarian or recovery contexts.
• Proven experience working in complex, volatile environments.
• Managerial experience with a focus on strategy and programme development.
