Education Programme Development Manager

About the role

The Norwegian Refugee Council is seeking an experienced Education Programme Development Manager to design, develop and implement education programmes across Cameroon’s Northwest, Southwest and Far North regions. You will lead the technical and strategic direction of the Education Core Competency, ensuring high‑quality, needs‑based interventions.

Key responsibilities

• Develop and align the national Education strategy, SOPs, guidelines and macro‑log‑frames with regional and global priorities.
• Ensure compliance with NRC policies, the Global Education Strategy and related technical documents.
• Design, roll‑out and monitor education tools, procedures and standards.
• Lead education needs assessments, response analyses and multi‑sector coordination.
• Provide mentorship, training and capacity‑strengthening to staff and local partners.
• Manage funding proposals, project budgets and donor reporting.
• Represent NRC in external coordination mechanisms and advocacy forums.

Required profile

• Degree in International Relations, Social Sciences or related field; Master’s degree advantageous.
• Minimum 3 years of senior‑level experience in humanitarian project implementation, preferably in education.
• Proven ability to develop and manage education programmes in complex settings.
• Strong analytical, coordination and reporting skills.
