Founding Decision Review Lead

About the role

Decision reviews are critical moments in funded programmes, where organisations must decide whether to continue, re‑scope, re‑sequence or stop an initiative. NPMTI is launching a Delivery Decision Review process that brings together the institution’s own team to examine evidence, resolve conflicts, and define next steps. As a founding‑team member you will set the evidence standard for all related software and ensure rigorous, bilingual documentation.

Key responsibilities

• Lead decision reviews from scoping to closure, coordinating a senior reviewer and a contracted analyst.
• Own and maintain the method and evidence standard, including templates, scoring rubrics, quality reviews and time‑tracking records.
• Write clear decision briefs in English and French for executive sponsors.
• Help build a bench of bilingual analysts and reviewers.

Required profile

• 10+ years of experience in programme or project delivery, monitoring & evaluation, assurance or audit for enterprises, banks, public entities, NGOs or externally financed programmes in Cameroon or CEMAC.
• Proven track record of drafting decision papers for boards, steering committees or ministries.
• Fully bilingual: able to read French administrative files and write decision briefs in both English and French.
• Meticulous evidence tracing and willingness to state when evidence does not support a claim.
• Disciplined handling of confidential information; no coding required, interest in AI evaluation is a plus.
