HR Specialist – Global Operations

About the role

The HR Specialist will act as the HR lead for the Office, ensuring consistent application of UNOPS HR policies across assigned countries and geographic areas. The role provides reliable support, guidance and services to teams and partners to enable smooth HR operations.

Key responsibilities

• Support development and implementation of HR policies, providing data‑driven insights on workforce trends and sharing best practices.
• Lead HR projects and initiatives aligned with corporate strategy, including workforce planning and HR analytics.
• Provide strategic HR advice to management on personnel matters, grievance handling, performance improvement and compliance.
• Design and deliver HR services and communications that enhance the experience of staff and partners.
• Collaborate with corporate HR teams on sensitive issues such as harassment, code‑of‑conduct violations and workplace disputes.
• Promote line‑management accountability and coach supervisors to strengthen team leadership.
• Support learning and development activities and advance gender, equity and diversity priorities.

Required profile

• Proven experience in HR policy development and implementation in an international or multi‑country context.
• Strong understanding of HR analytics, workforce planning and data‑driven decision making.
• Demonstrated ability to provide strategic HR advice and handle complex employee relations issues.
• Experience designing and delivering HR programmes and communications.
• Commitment to gender equity, inclusion and diversity in the workplace.
