WASH & Shelter Specialist

About the role

The Norwegian Refugee Council seeks a WASH & Shelter Specialist to provide technical oversight and strategic direction for its programmes in Cameroon. The role involves supporting field implementation, capacity building, and donor strategy development.

Key responsibilities

• Provide technical support and quality assurance for WASH and Shelter projects across the country.
• Develop and deliver training, coaching, and mentorship for staff and partners to meet NRC standards.
• Design partnership‑inclusive WASH and Shelter core competency strategies, technical guidance, and macro‑logframes aligned with regional priorities.
• Contribute to fundraising, prepare funding proposals, budgets and donor reports.
• Ensure compliance with contractual commitments, NRC policies and procedures.
• Represent NRC in relevant forums, clusters, and with national authorities and donors.

Required profile

• Minimum 3 years of technical experience in humanitarian/recovery contexts.
• At least 2 years of WASH and/or Shelter expertise as a specialist, PDM or project manager.
• Master’s degree in a relevant field.
• Fluency in French and English (written and spoken).
• Willingness to travel up to 60% of the time in insecure environments.

Required skills

• Borehole programme management (desired).
• Knowledge of SPHERE and INEE Minimum Standards.
• Experience with cash and market‑based project approaches.
• Understanding of House, Land and Property rights in shelter and WASH responses.
• Familiarity with behaviour‑change processes and community engagement.
• Integration of gender and diversity considerations in programme design.
• Awareness of environmental and climate tools such as NEAT+ (asset).
