Interim Payroll Manager – HR Shared Services

About the role

This interim position supports a Local Authority's HR Shared Services team during a period of transformation. Reporting to the Head of HR Shared Services, you will work alongside the existing Payroll Manager to ensure payroll continuity and drive strategic improvements.

Key responsibilities

• Deliver accurate and timely payroll processing for all staff.
• Assist with payroll service improvements and transformation initiatives.
• Contribute to the migration from SAP to Oracle Fusion (Redwood).
• Maintain compliance with payroll legislation, HMRC requirements, pensions and statutory payments.
• Provide leadership, guidance and technical expertise to the payroll function.
• Collaborate with HR, Finance and other stakeholders to resolve payroll‑related issues.
• Help build capability and resilience within the payroll team for future service demands.

Required profile

• Significant experience managing payroll services in a complex organisation.
• Strong knowledge of payroll legislation, HMRC requirements, pensions and statutory payments.
• Experience of payroll system implementation, migration or transformation projects.
• Excellent stakeholder management and communication skills.
• Ability to manage competing priorities in a fast‑paced environment.
