Interim Payroll Manager – Hybrid (Chichester)

About the role

This interim position supports a Local Authority HR Shared Services team during a period of transformation. Reporting to the Head of HR Shared Services, you will work alongside the existing Payroll Manager to maintain day‑to‑day payroll operations while driving strategic improvement projects.

Key responsibilities

• Deliver accurate and timely payroll processing for all staff.
• Assist with payroll service improvements and transformation initiatives.
• Contribute to the migration from SAP to Oracle Fusion (Redwood).
• Ensure compliance with payroll legislation, HMRC requirements, pensions and statutory payments.
• Provide leadership, guidance and technical expertise to the payroll team.
• Collaborate with HR, Finance and other stakeholders to resolve payroll‑related issues.
• Help build capability and resilience within the payroll function for future service demands.

Required profile

• Significant experience managing payroll services in a complex organisation.
• Strong knowledge of payroll legislation, HMRC requirements, pensions and statutory payments.
• Proven experience of payroll system implementation, migration or transformation projects.
• Excellent stakeholder management and communication skills.
• Ability to manage competing priorities in a fast‑paced environment.

Required skills

• SAP payroll system (knowledge preferred).
• Oracle Fusion (Redwood) payroll system.
