Interim Payroll Manager (Hybrid) – Chichester

About the role

This interim position supports a Local Authority’s HR Shared Services team during a period of transformation. Reporting to the Head of HR Shared Services, you will work alongside the existing Payroll Manager to ensure seamless payroll delivery while contributing to system migration and service improvement initiatives.

Key responsibilities

• Deliver accurate and timely payroll processing for the authority.
• Assist with payroll service improvements and transformation projects.
• Support the migration from SAP to Oracle Fusion (Redwood).
• Ensure compliance with payroll legislation, HMRC requirements, pensions and statutory payments.
• Provide leadership, guidance and technical expertise to the payroll function.
• Collaborate with HR, Finance and other stakeholders to resolve payroll‑related issues.
• Help build capability and resilience within the payroll team for future service demands.

Required profile

• Significant experience managing payroll services within a complex organisation.
• Strong knowledge of payroll legislation, HMRC requirements, pensions and statutory payments.
• Experience of payroll system implementation, migration or transformation projects.
• Excellent stakeholder management and communication skills.
• Ability to manage competing priorities in a fast‑paced environment.

Required skills

• SAP payroll system (knowledge or experience).
• Oracle Fusion (Redwood) payroll system (knowledge or experience).
