Town Planning Major Development Officer (Contract)

About the role

This interim position offers an experienced Town Planning professional the chance to lead a diverse portfolio of major development proposals for a Kent local authority. You will work within a hybrid model, supporting both strategic planning outcomes and the development of junior colleagues.

Key responsibilities

• Manage a portfolio of major planning applications from submission through to decision.
• Assess complex residential, commercial, strategic housing and energy‑related schemes and provide clear recommendations.
• Negotiate with applicants, developers, consultees, stakeholders and elected members to achieve positive outcomes.
• Prepare detailed reports and recommendations under delegated powers.
• Attend Planning Committee meetings and present applications as required.
• Mentor a Planner or Senior Planner and exercise delegated authority where appropriate.
• Ensure decisions comply with planning legislation, local policies and national guidance.

Required profile

• Qualified Town Planner with a degree in Town Planning or a related discipline.
• Extensive experience managing major and strategic development proposals within a local authority.
• Strong knowledge of planning legislation, policy and development management processes.
• Proven ability to assess complex residential, commercial or energy‑related schemes.
• Excellent report‑writing, negotiation and stakeholder management skills.
• Ability to work independently while providing mentorship to colleagues.
• RTPI membership (or eligibility) is desirable.
