Area Operations Manager, Kousseri

About the role

The Norwegian Refugee Council (NRC) is recruiting an Area Operations Manager for its Area Office in Kousseri, Cameroon's Far North region. The office oversees emergency operations implemented directly and through four local partners across Makary, Blangoua and Hile Alifa, with additional programming supporting durable solutions in Logone-Birni. The role supports programme implementation and operational management for a team of around 25 staff, coordinates with regional, divisional and sub-divisional authorities, local councils and humanitarian actors, and represents NRC in the Area-Based Coordination (ABC) mechanisms.

Key responsibilities

• Lead day-to-day operational oversight of the Area Office, coordinate programme implementation and escalate risks to country leadership
• Organise grants opening and closure meetings with the country office and represent the organisation locally
• Contribute to assessments for new areas, outline intervention options and develop programme strategies
• Help contextualise, adapt and implement SOPs and procedures with the Country Office management teams
• Ensure work and development plans are completed and performance feedback follows NRC global standards
• Keep data collection systems in place and coordinate periodic reporting to the Country Management Group
• Analyse and escalate high-risk areas; carry out other delegated tasks

Required profile

• At least 3 years of experience in office or operations management, preferably in a humanitarian or recovery context
• Demonstrated team leadership and project management experience
• Ability to manage multiple priorities in complex operational environments
• Fluency in English and French, written and spoken
• Knowledge of the Far North Cameroon context, including displacement dynamics in the Lake Chad Basin
• Experience with cash-based interventions, durable solutions programming, H-D-P Nexus and transitional approaches
• Experience coordinating with local authorities, partners and humanitarian actors; knowledge of local languages is an asset
