Head of Programme Management Office (PMO)

About the role

The Head of the Programme Management Office (PMO) will provide strategic oversight and leadership for the Cumbria Combined Authority’s transformation and investment programmes. You will shape the new organisation, establishing governance, delivery standards and assurance processes to ensure successful delivery of high‑impact projects.

Key responsibilities

• Lead the PMO, setting its vision, governance framework and operating model.
• Oversee portfolio prioritisation, pipeline management and performance reporting.
• Manage risk, dependencies and benefits realisation across all programmes.
• Develop robust business cases and ensure alignment with strategic priorities and funding requirements.
• Provide independent assurance to senior leaders and elected members on programme performance and strategic fit.
• Champion consistent programme management approaches across the Authority and its partners.

Required profile

• Extensive experience leading PMO functions and delivering complex transformation programmes, preferably within local government or combined authority environments.
• Proven ability to work in politically sensitive settings and build relationships with senior leaders, elected members and external partners.
• Strong analytical, communication and stakeholder‑management skills.
• Track record of delivering outcomes on time, within budget and aligned to strategic goals.

Required skills

• Deep knowledge of portfolio, programme and project management methodologies.
• Expertise in governance, assurance and reporting processes.
• Ability to develop and evaluate business cases.
