Interim Payroll Manager (Hybrid, £31.13/hr)

About the role

This interim position supports a Local Authority’s HR Shared Services team during a period of transformation. Reporting to the Head of HR Shared Services, you will work alongside the existing Payroll Manager to ensure payroll continuity while driving system migration and service improvements.

Key responsibilities

• Deliver accurate and timely payroll processing for all employees.
• Assist with payroll service improvements and transformation initiatives.
• Contribute to the migration from SAP to Oracle Fusion (Redwood).
• Maintain compliance with payroll legislation, HMRC requirements, pensions and statutory payments.
• Provide leadership, guidance and technical expertise to the payroll team.
• Collaborate with HR, Finance and other stakeholders to resolve payroll issues.
• Help build capability and resilience within the payroll function.

Required profile

• Significant experience managing payroll services in a complex organisation.
• Strong knowledge of payroll legislation, HMRC, pensions and statutory payments.
• Proven experience in payroll system implementation, migration or transformation projects.
• Excellent stakeholder management and communication skills.
• Ability to manage competing priorities in a fast‑paced environment.
