About the role

The Monitoring & Evaluation Advisor provides technical leadership for monitoring, evaluation, research, learning, data and knowledge management across MSH activities in Cameroon. Reporting to the Technical Director, the Advisor works with project teams, government counterparts and partners to ensure high‑quality performance data and evidence‑based decision‑making.

Key responsibilities

  • Design, implement and periodically review monitoring, evaluation, research and learning systems, indicators, tools and performance monitoring plans.
  • Manage data collection, cleaning, validation, storage, analysis, visualization and dissemination, including DHIS2, QAT, ADAMA and Superset.
  • Lead the design and execution of evaluations and applied research, ensuring ethical standards, appropriate study designs and robust data‑analysis plans.
  • Coordinate with project leadership, field staff, government partners and donors, representing MSH in monitoring and evaluation forums and ensuring compliance with policies and regulations.

Required profile

  • Bachelor’s degree in public health, epidemiology, biostatistics, economics or related field (Master’s preferred) with 8‑10 years (or 4+ years with a Master’s) of relevant experience.
  • Demonstrated experience developing USAID or other donor monitoring and evaluation deliverables, quantitative and mixed‑methods analysis, and supply‑chain data management.
  • Professional fluency in both French and English and willingness to travel within Cameroon for monitoring visits and training.

Required skills

  • Proficiency with DHIS2, QAT, ADAMA, Superset and other public‑health data management systems.
  • Advanced statistical analysis using SPSS, Stata or R, and strong Excel skills (including Power Pivot).
  • Data visualization and dashboard creation.
  • Supply‑chain data management and validation.
  • Familiarity with qualitative analysis software such as NVivo, Atlas.ti or Dedoose.
