About the role

The Project Officer (Labour Mobility and Social Inclusion) works in the Labour Mobility and Social Inclusion Unit of the IOM Cameroon Country Office, under the Chief of Mission and the direct supervision of the Head of Programmes. The role provides technical and operational support for donor-funded projects covering labour migration, skills development, skills mobility partnerships, business and human rights, migrant inclusion, access to decent work and social protection, and other migration and sustainable development topics.

Key responsibilities

  • Support the full project cycle (planning, implementation, monitoring, evaluation and closure) and ensure timely delivery of outputs, outcomes and indicators.
  • Prepare work plans, implementation schedules, procurement plans, risk matrices and monitoring tools, and coordinate day-to-day project tasks.
  • Provide technical support for labour mobility and skills-based interventions, including ethical recruitment, skills partnerships, labour-trade-mobility initiatives, private sector engagement and diaspora engagement.
  • Work with Government counterparts and support socio-economic inclusion activities such as entrepreneurship support, financial inclusion, business formalization and capacity building for women, youth, migrants and small cross-border traders.
  • Integrate cross-cutting priorities such as gender equality, youth empowerment, protection mainstreaming, disability inclusion, conflict sensitivity and environmental sustainability.
  • Supervise project staff, coordinate with consultants and implementing partners, and liaise with Resource Management, HR, Procurement and M&E units.
  • Prepare donor deliverables (reports, concept notes, funding proposals) and support monitoring, evaluation and reporting.
  • Maintain relationships with UN agencies, development partners, civil society, workers' and employers' organisations and the private sector, identify operational risks and undertake duty travel as required.

Required profile

  • Master's degree in a relevant field (labour economics, development studies, migration studies, law, international relations, political science, human rights, social sciences) with two years of experience, or a university degree with four years of experience.
  • Progressive experience in labour migration, labour mobility, skills development, employment or social inclusion, with demonstrated application in African contexts.
  • Proven project coordination and implementation experience, including results-based management and donor reporting, preferably in multi-country or regional programmes.
  • Experience engaging with government authorities, UN agencies, international and national organisations, social partners and the private sector in Africa, and experience in Central Africa or regional initiatives (e.g. CEMAC, ECCAS).
  • Fluency in English and French (oral and written); Portuguese and other UN languages are an advantage.

Required skills

  • Solid technical knowledge of labour mobility, migration governance, skills development and employment systems.
  • Familiarity with UN system policies and donor-funded programme implementation.
  • Analytical and drafting skills, and good coordination and stakeholder engagement skills.
  • Ability to manage multiple priorities, supervise teams and meet deadlines.
