Senior Technical Advisor – HIV Supply Chain

About the role

The Senior Technical Advisor – HIV will provide strategic and technical leadership to strengthen Cameroon’s supply chain for HIV/AIDS and tuberculosis commodities. Reporting to the Technical Director, the advisor will work closely with national health authorities, donors and implementing partners to improve forecasting, commodity availability and last‑mile delivery.

Key responsibilities

• Lead national and sub‑national technical assistance, coordinating with the National AIDS Control Committee, DPML, CENAME and regional laboratories.
• Oversee annual quantification, quarterly supply planning and monthly stock‑status reviews for HIV/AIDS and TB commodities.
• Analyze consumption, inventory and distribution data to identify gaps, forecast inaccuracies and stock‑out risks, and recommend corrective actions.
• Develop and implement policies, SOPs, tools and training materials to improve commodity accountability.
• Provide mentorship, supportive supervision and on‑the‑job coaching to strengthen counterpart capacity and guide regional supply‑chain officers.
• Monitor progress against work plans, prepare technical reports and ensure compliance with donor and regulatory requirements.

Required profile

• Bachelor’s degree in pharmacy, public health, supply chain management or related field; Master’s degree preferred.
• Minimum seven years of experience in health commodity supply‑chain strengthening in Cameroon, including three‑to‑five years in quantification and forecasting.
• At least three years supporting an HIV/AIDS program and experience with TB commodities.
• Fluency in French and English and strong analytical and stakeholder‑engagement skills.

Required skills

• Proficiency with forecasting and supply‑planning tools such as QAT, PipeLine, QuanTB and CHAI tools.
• Advanced Microsoft Excel for data analysis and reporting.
