Senior Youth Employment / Skills Development Expert

About the role

NTU International is seeking a Senior Youth Employment / Skills Development Expert to lead youth‑focused employment and training initiatives within the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will support the design and delivery of vocational and professional development programmes across the ECOWAS region, enhancing transport, logistics and infrastructure sectors.

Key responsibilities

• Develop and implement youth employment and skills development initiatives linked to transport and infrastructure.
• Provide technical assistance on vocational training, professional development and workforce capacity‑building programmes.
• Conduct labour market and skills‑gap assessments for transport, logistics, infrastructure and digital systems.
• Design youth‑focused training programmes, internships and employment schemes.
• Advise ECOWAS institutions and Member States on youth inclusion strategies and skills‑development frameworks.
• Coordinate with training institutions, universities, public authorities, private sector partners and development agencies.
• Deliver workshops, consultations and capacity‑building activities.
• Support monitoring, reporting and evaluation of youth and skills‑development initiatives.

Required profile

• Master’s degree in education, labour economics, human‑resource development, social sciences, public policy or a related field.
• Minimum 10 years of professional experience in youth employment, vocational training or workforce capacity‑building, with at least 7 years in senior roles.
• Proven experience in development, infrastructure or social‑inclusion projects in developing countries, preferably Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
