Consultant national – finalisation du MNR et guide de réintégration

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to lead the finalisation of Cameroon’s National Referral Mechanism (MNR) for returnees and to develop a coherent National Reintegration Guide (GNR). The consultant will work closely with government authorities and local stakeholders to ensure the mechanisms are operational and aligned with national priorities.

Key responsibilities

• Complete the design and operationalisation of the MNR, including stakeholder mapping and service integration.
• Draft and validate the National Reintegration Guide, ensuring it reflects best practices and local context.
• Coordinate inter‑institutional processes, facilitating consultations with ministries, NGOs, and local authorities.
• Produce standard operating procedures (SOPs) and strategic documents related to migration governance.
• Conduct field visits and occasional travel to other Cameroonian locations for validation workshops.

Required profile

• Master’s degree (or equivalent) in Migration, Development, Law, Social Sciences, Public Policy, International Relations or a related field.
• Minimum seven (7) years of relevant experience, including proven work on referral mechanisms and migrant reintegration.
• Demonstrated experience in inter‑institutional coordination and drafting SOPs or strategic policy documents.
• Fluent French and good command of English.
• Experience with the United Nations or other international organisations is an asset.
