Monitoring, Evaluation and Learning (MEL) Expert

About the role

We are looking for a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and innovation across the African space ecosystem.

Key responsibilities

• Develop and operationalise a comprehensive MEL framework, including indicators, baselines and data‑collection protocols.
• Collect, consolidate and analyse evidence to assess programme results and impact.
• Provide guidance on results‑based management and learning for multi‑partner, donor‑funded initiatives.
• Support reporting to EU funders and contribute to knowledge exchange across stakeholders.
• Adapt the MEL system based on findings to enhance programme effectiveness.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for complex, multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and African contexts is a plus.
