Technical Officer – Clinical Service Improvement & Science

About the role

The Technical Officer, Clinical Service Improvement and Science will support EGPAF’s mission to eliminate pediatric HIV by leading evaluation and improvement science activities across the organization’s programs in Cameroon. Reporting to the Director of Public Health Evaluation, the role combines research design, data management, and capacity‑building with key stakeholders.

Key responsibilities

• Develop and implement evaluation protocols to assess outcomes of HIV prevention, care and treatment programs.
• Design, draft and revise data collection tools, standard operating procedures and related study documents.
• Coordinate and oversee program evaluations, including training, data collection, cleaning, storage and compliance with SOPs.
• Liaise with District Technical Advisors, health facility managers and EGPAF staff to ensure smooth implementation of evaluations.
• Maintain regular communication with local and international investigators, the Cameroon Ministry of Health and sponsor institutions.
• Conduct internal monitoring and auditing of evaluation activities to ensure adherence to protocols and regulatory requirements.
• Provide supervision, training and mentorship to clinical staff and junior evaluation personnel.

Required profile

• Experience in designing and conducting public health evaluations or implementation‑science studies.
• Familiarity with HIV/AIDS programs, especially in women, children and families.
• Proven ability to work collaboratively with multidisciplinary teams and external partners.
• Strong written and verbal communication skills in English.
• Capacity to supervise and mentor junior staff.
